DDR2 – progressing towards a common reference for forecast traffic demand

Where are we?

The Demand Data Repository project continues its phased development and is progressing towards the provision of new services to airspace users.
The DDR Phase 1 is already operational and provides traffic forecasts suitable for strategic planning (up to a few months before operations).

Currently, the project is working on the development of the DDR phase 2, known as DDR2.

The purpose of the DDR2

The purpose of the DDR2 is to provide a harmonised and consistent set of traffic forecasts for the whole of the European Civil Aviation Conference (ECAC) area, leading smoothly from the long term to forecasts a few hours before actual operations.

The forecast demand will be expressed as flight intentions, traffic samples and airspace demand counts and will be suitable for both strategic and pre-tactical planning.

Subject to appropriate access controls, it will be accessible by all authorized users inside and outside EUROCONTROL from a single entry point – intended to be through the CFMU NOP Portal services.

DDR2 is intended to provide support to operational planning, decision making and co-ordination between all actors of the aviation community, including ANSPs, Network-level Functions, Aircraft Operators, Airports, Civil and Military Airspace Users.

 

Among the expected uses of the DDR2 are:

  • ATFCM planning & coordination (local, national, FAB and network)
  • Availability of Airport Slot data for Validation of FPLs
  • ANSP planning of Rosters


Partners

The OCG* (Operations Coordination Group) meeting in November 2010 approved the approach proposed by EUROCONTROL for development of the first increment of the DDR2, to be operational in early 2012, providing support for operations in the summer of 2012, including the Euro2012 football championships in Poland the Ukraine, and the Olympics in the UK.

A DDR User Group has been formed to allow external stakeholders to express their requirements for the DDR2, and to ensure good stakeholder collaboration during the planned tests and trials leading up to operations in 2012.

The next meeting of the DDR User group is planned for 24 March 2011.


* OCG: The Operations Coordination Group (OCG) is an advisory body to the Director General of EUROCONTROL, tasked with ensuring coordination on operational issues relating to the European ATM network. The Group ensures that the stakeholders, acting in partnership with the Agency, participate in the definition and coordination of the deployment of safe and optimised operations of the European ATM network, including the most effective utilisation of available airspace, airports and ATC capacity.

The DDR2 forecasts will be organised into the following data sets:

  • Baselines of flight intentions (collected from multiple sources such as commercial schedules, allocated airport slots, and Repetitive flight Plans (RPLs)) and includes route / trajectory information where available
  • Forecast traffic samples based on historic data refined by the flight intentions collected under a) above (and their 4D trajectories). 4D trajectories will be generated by various prediction systems and tools.
  • Aggregated counts derived from a) + b), such as airspace demand counts.

The following diagram indicates how the DDR Phases will follow on from each other.
After the full implementation of Phase 2, giving forecasts up to one day before operations, Phase 3 will take the forecasts into the actual day of operations.
